An overview of the Uk's zero carbon buildings policy, in the context of world and EU drivers. The currently employed definition of zero carbon is examined and important lessons are drawn out. The paper concludes by attempting to give some advice to the UK and others regarding the type of policy likely to succeed in driving change in the built environment to dramatically reduce greenhouse gas emissions.

Carbon 60 Competition - Winning Submission
